Mandatory DLT Registration Required for SMS Services in India

Distributed Ledger Technology (DLT) serves as a blockchain-dependent registration system. As per the Telecom Regulatory Authority of India (TRAI), telemarketers are mandated to undergo registration on the DLT platform. This measure is instituted in the public interest to curb the proliferation of SMS spam originating from diverse marketing entities. Previously, bulk SMS providers were obligated to register with TRAI. Under the revised regulations, anyone intending to dispatch promotional or transactional SMS to their clientele is required to complete DLT registration.

Guidelines for Registering on the DLT Platform

Step 1: Entity Registration

This involves information regarding KYC (Know Your Customer) documents such as GST, PAN, TAN, CIN, etc. The procedure is streamlined for swift and convenient fulfillment, resulting in your organization being assigned a distinctive Entity ID.

Step 2: Sender ID (Header) Registration

Messages are categorized as Transactional, Promotional, Service Implicit, and Service Explicit. Entities are required to register all their headers on the platform, with each header assigned a unique Sender ID (Header ID).

Step 3: Content Template Registration

After creating a template, the entity maintains ownership of the template across various platforms. Each template is assigned a distinct Template ID, which is seamlessly shared across different Blockchain DLT SMS platforms.

Step 4: DLT Platform Registered

After your template is approved by the DLT platform, please provide all the approved templates in Excel format. Kindly email us the approved templates according to the specified Excel format.

Updated DLT Guidelines as of October 11, 2020

Each Content Template registered by a Principal Entity must include the ‘Brand Name(s)’ (complete business name/brand name/trademark) in the content field. All existing templates should be updated with the respective ‘Brand Name(s)’ by October 31, 2020.

For Enterprise registration, we kindly ask you to initiate the process with a DLT Operator Registration Fee of Rs. 5900/-. Obtain a unique Entity ID from the Operator (approval may take approximately 72 working hours), and use this ID with all DLT operators.

Complete DLT Template Registration Guide

In adherence to the TRAI directive, telecom operators have temporarily halted template scrubbing for a duration of 7 days starting from March 9, 2021, to streamline the template registration process for all businesses. It is important to emphasize that this relaxation is temporary, and we strongly encourage you to make the most of this opportunity while it lasts.

Following our previous DLT-related communications, we would like to update you that we have received confirmation from all operators indicating their commencement on the DLT platform starting June 1, 2020.

We kindly urge you to complete Entity and Header registration on the DLT platform. As per TRAI’s directive, the traffic originating from non-registered Entities with non-registered Headers will be affected after the specified deadline.

From June 1, 2020, in accordance with TRAI’s guidelines, only SMS services from registered entities will be permitted by operators.
